Herbert Clark Hoover's father was from West Milton, Ohio. Hoover was only 6 years old when he died. Three years later, his mother died, and since then, 9-year-old Hoover has remained an orphan, and he, his older brother and younger sister, respectively, lived with relatives.

In 1879, at age of 5, Hoover began studying basic courses at West Branch Compulsory School and then at Commercial School. In 1891, he entered newly founded Stanford University, majoring in geology. In college, in addition to studying professional courses, Hoover also actively participated in social activities. After leaving school, he decided to devote himself to mining industry and become a mining engineer. In 1897 he left for Australia to work as a mining engineer for Moline Mining Company. During this period, he discovered a gold mine, which not only made company pay more attention to him, but also enriched him overnight.

Because of this, he also entered politics. From 1917 to 1920, Hoover served successively as director of U.S. Food and Drug Administration, director of Relief Agency, chairman of Bureau of Sugar Leveling, economic director of Supreme Economic Council, and chairman of European Coal Board. Mountain Council.
In 1920, Hoover supported Harding in presidential election and was appointed Secretary of Commerce by President Harding, which lasted until 1928. During his tenure as Secretary of Commerce, Hoover was dedicated to his duties and did much useful work. For example, actively seek and expand new overseas markets, try to solve problem of unemployment in order to promote sustainable and long-term economic development, encourage creation of "Dawes Plan" for German reparations to stabilize war-ravaged German economy. .

March 4, 1929 Hoover won election and became 31st President of United States. On October 24, 1929, Wall Street stock market plummeted on Black Thursday, causing a rare economic depression in American history. Subsequently, Great Depression spread to Europe, and influence of Europe, in turn, exacerbated crisis in United States. Although Hoover administration took this measure, it failed to recover.
In terms of foreign relations, Hoover administration signed "Naval Treaty of London" with Britain, France and other countries in 1930, which allowed Japan to increase relative ratio of naval ships to US and Britain. In 1934, Japan announced cancellation of treaty, which provoked a naval arms race.
Hoover became a scapegoat for Great Depression. In 1932 presidential election against Roosevelt, he was defeated.
The emergence of Great Depression was not accidental, not caused by anyone, but to a certain extent product of development of main contradictions of capitalism. So it's unfair to blame Hoover alone. He also worked tirelessly to eliminate "depression". This is due to fact that economic depression is unprecedented in its scale and depth and cannot be eliminated in a short time, so effect of these efforts has not been fully disclosed.
