In 1879, at age of 5, Hoover began studying basic courses at West Branch Compulsory School and then at Commercial School. In 1891, he entered newly founded Stanford University, majoring in geology. In terms of foreign relations, Hoover administration signed "Naval Treaty of London" with Britain, France and other countries in 1930, which allowed Japan to increase relative ratio of naval ships to US and Britain. In 1934, Japan announced cancellation of treaty, which provoked a naval arms race.

Hoover became a scapegoat for Great Depression. In 1932 presidential election against Roosevelt, he was defeated.
The emergence of Great Depression was not accidental, not caused by anyone, but to a certain extent product of development of main contradictions of capitalism. So it's unfair to blame Hoover alone. He also worked tirelessly to eliminate "depression". This is due to fact that economic depression is unprecedented in its scale and depth and cannot be eliminated in a short time, so effect of these efforts has not been fully disclosed.
